PROBLEM TO BE SOLVED : To enable a large amount of health information to be registered within a fixed time, and at the same time, to execute a guarantee of security in inexpensively.SOLUTION : A relay server 12 is connected to a plurality of information holding agencies for holding the original of medical health data through a network, and receives data type information, user identification information, and health information records including medical health data which are transmitted from the plurality of information holding agencies, and consolidate them to be transmitted together to each health information management server. Further, health information management servers 131 to 13m are connected to the relay server 12 through the network, receive the health information records consolidated and transmitted together from the relay server 12, determine permission/no-permission of an access based on an access control management table which is set for each data type on each health information record, specify a storage destination table of corresponding health information data based on the data type by dividing the heal information records, and register health information data on the specified table.
