PROBLEM TO BE SOLVED : To provide means for solving the problems on a dosage form, such as foam formation properties and a side effect, in an external pharmaceutical composition which contains a polar solvent in an amount sufficient for solubilizing a hardly water-soluble drug and is foamy in use. SOLUTION : A method for producing an external pharmaceutical composition which contains 1) a polar solvent, 2) a nonionic surfactant, and 3) a polyhydric alcohol, and which is foamy in use and is used in an aspect not accompanied by washing action comprises a heating and stirring step of the mixture containing 1) to 3), a confirmation step of solubilization of the mixture, a cooling step of the solubilization-confirmed mixture to room temperature in stirring, and a filling up step of the cooling step-experienced mixture into a non-gas type foamer container, the polar solvent being N-alkyl pyrrolidone and the like having an alkyl chain having 1 to 4 carbon atoms, the nonionic surfactant being a fatty acid monoglyceride and the like, the polyhydric alcohol being 1, 3-butylene glycol and the like, only the nonionic surfactant being comprised as a surfactant.
