PROBLEM TO BE SOLVED : To provide needles for penetrating medicine ingredients or cosmetics ingredients into a deep part of an outer skin, and provide a needle device capable of using a required amount by suppressing inflammation or pain after the pasting. SOLUTION : Needles soluble in an outer skin is provided in which miniaturized cosmetic ingredients or miniaturized medicine ingredients are coated and filled by a coating agent soluble into the outer skin. The needles are arranged on a poultice. The thickness and length of each needle are assumed as the thickness and length in conformity to organism species being the usage targets. Also, an ingredient amount is plainly described such that the ingredient amount in mg is at any area and a cleavage is given, and thereby the divided use is made possible.
