PROBLEM TO BE SOLVED : To provide a glucocorticoid preparation in which glucocorticoid is uniformly dispersed and irritation or the like is not induced when the preparation is administrated. SOLUTION : A pharmaceutical composition for external use contains 1) glucocorticoid and 2) surfactant, and is foamy when in use. It is preferable that the glucocorticoid contain one or two types or more selected from betamethasone and derivatives thereof, and it is preferable that the surfactant consist only of nonionic surfactant.
