PROBLEM TO BE SOLVED : To provide topical compositions capable of topically delivering moisture sensitive active pharmaceutical ingredients (APIs).SOLUTION : Topical compositions comprise a hydrophilic composition and a hydrophobic composition in admixture. The hydrophilic composition is a buffered hydrogel and comprises a polymer, polyhydric alcohol, and water. The hydrophobic composition comprises a diazeniumdiolate modified macromolecule, at least one hydrophobic base, and at least one amphiphilic compound.
