PROBLEM TO BE SOLVED : To provide a medical device for delivering therapeutic agent to tissues. SOLUTION : There is provided a medical device in which a layer on an outside surface of the medical device has a therapeutic agent, a hydrophilic part and a drug affinity part, in which the drug affinity part contains an addition agent which is at least one of a hydrophobic part, a part having affinity to the therapeutic agent by a hydrogen bond, and a part having affinity to the therapeutic agent by a van der Waals interaction. Preferably the additive is water-soluble. Further preferably, the additive is at least one of a surfactant and a compound, the compound has molecular weight of 80 to 750 or over 4 hydroxyl groups.
