Information acouision and processing center has control panel with antenna, unit of processing and displaying of cartographic and semantic information, printer with adapter and centralized surveyance panel. Said panel has information input adapter strip and information processor. Radio channel is made in form of data transmission microcellular network with base stations and repeaters implemented with possibility of reception of coded massages from terminals, their selection and retransmission to nearest base station or repeater. Surveyance panel is made with possibility of automatic control of serviceability of radio channel by tracking arriving messages.
