An information transmitting/receiving part(h103) reads the requested article information from the article information database and transmits it to a user terminal. A member certifier(h104) certifies the member by receiving member certification information after receiving an article purchase application opinion. An order manager(h105) receives/stores purchase application information to a purchase application database(d103). A settlement manager(h106) receives settlement information, settles purchase security, and stores the settlement information to the purchase application information database by linking with purchase application particulars.?
