PROBLEM TO BE SOLVED : To reduce time and labor required in carrying out assessment based on the damaged state of each part which constitutes real estate or movable property.SOLUTION : In a plant control device, when a person who carries out assessment selects a bar code (a code for information exchange) corresponding to evaluation on a part to be assessed as instructed, out of a plurality of bar codes indicated on an evaluation table form 18 and inputs it to a cellphone 10 (a terminal unit) through a bar code reader 16, an input transmission means 14a transmits evaluation and the like included in the bar code, to a server computer 20 (a terminal unit) through a communication line N.
