It is characterised by provision of facilities for heating/cooling, comprising elements of water circulation, which contact with the outer surface of the external wall, and also a heat pump. At the same time external and side surfaces of the specified elements of circulation are coated with the help of insulation facilities made of heat insulation material. Temperature of water delivery in the specified hydraulic circuit is regulated depending on temperature outside the specified room, and water flow rate is distributed inside parts of the specified hydraulic circuit in accordance with the difference between the specified actual temperature in the specified room and desired temperature specified for this room.EFFECT : invention provides for high extent of heat and sound insulation of rooms, thus actively supporting heating/cooling of a room and providing for high energy efficiency.13 cl, 17 dwg
