The present invention relates to an apparatus and a method to reduce an image noise using Shapley value normalization. The apparatus comprises : an image input unit to input an image to remove noise, and dividing and outputting the image in accordance with a channel; a cost distribution process unit to calculate a Shapley value with respect to each pixel of the divided channel of the image; a noise removing unit to remove noise with respect to each pixel in accordance with the divided respective channel based on the calculated Shapley value; and an image output unit to combine the respective noise-removed channel to output a recovered image.
