The invention relates to a method of automatically creating a site map for drawing up construction licensing documents and a system therefor in which an added lot number and an administrative zone of a concerned construction are extracted from a site map, an external real estate information storage is crawled to collect and calculate land characteristics information of the concerned lot number based on the same, and a layer for each land characteristic is created on the site map. According to the method and the system of the present invention, it is possible to crawl a website which provides an external information storage with various land characteristic information to be included in hundreds of consultation documents required for construction licensing, and classify and calculate the crawled information, thereby obtaining the crawled information as basic data. Therefore, the method and the system of the present invention can automatically input and generate, through a program, consultation documents required for dozens or hundreds of concerned licensing-related businesses by using real estate information of basic data.
