The present invention relates to a system and a method for providing a house to a houseless person by lottery. According to the system, fees for a home-sweet-home (HSH) program of one houseless person is received online or offline with respect to an unsold apartment, a villa, or a single-family house. An authentication number including an encrypted recognition code for each participant is issued. The HSH program is provided to a houseless person who is winning through a lottery system under the public institution entrance every week, thereby providing an opportunity of receiving an apartment, a villa, or a single-family house. The system provides a real estate to an HSH program winner at actual prices every week to resolve individual residence problems and reduce unsold-related problems. Houseless people who paid a small amount of participation fees to the HSH program can have an opportunity of winning the lottery of the system to be provided with any one house of an unsold apartment, a villa, or a single-family house according to the location of individuals. Thus, emptiness of unsold apartments, villas, and single-family houses can be reduced.
