When designation of an area and a type of business is received from a user, an assessed value calculation unit 23 calculates assessed value of the real estate in a designated area on the basis of the purchase desiring information and the sale desiring information in the designated area, and further, a predicted income calculation unit 11 calculates predicted income of the designated type of business in the designated area. A propriety determination unit 15 determines whether opening of a store of the designated type of business in the designated area is appropriate, on the basis of the predicted income and the assessed value.
